is banned?
If you are in any organisation network and your IP is block to access your notes than you need to check with your organisation IT administrator as they might have blacklisted is for reason know to them but if that woould be the case than they would have asked you.
If you are home user and your IP is block than it could be due to number of reason but let say it happen than turn your router off and wait for sometime you will get a new IP.
What can I do to resolve this?
You can email the site owner to let them know you or your country is blocked. Please include what internet service provider (ISP) or what IP you use to try unblock you or give acces to the website.
